Configuring packet encapsulation mode
You must configure DVPN encapsulation mode first before other parameters. The
options here include GRE DVPN and UDP DVPN.

With this command, you can configure VPN for a Tunnel interface. All Tunnel
interface in a same VPN should be configured with the same vpn-id.
