GetIPPhoneInfo and SetIPPhone Info are used by SilentMonitorManager in the following
manner. The RTPStartedEvent arrives and SilentMonitorManager uses SetIPPhoneInfo to store
the IP address and port carried in the RTPStartedEvent. The SilentMonitorStartRequestedEvent
arrives and SilentMonitorManager uses GetIPPhoneInfo to retrieve the stored IP address and port
to build the packet filter. SetIPPhoneInfo is used internally by the SilentMonitorManager to
populate IP phone information carried in RTPStartedEvents.
