Enhanced P-GW behavior to support P-CSCF address in APCO IE for S2a interface.
Previous Behavior: Support for P-CSCF in APCO IE on S2a interface was not there at the P-GW.
New Behavior: The P-GW can now send P-CSCF address in CSResp for P-CSCF address request in APCO IE by the
HSGW.

Previous Behavior: The previous behavior is if:
IPv6 P-CSCF address was requested in the message, then the IPv6 P-CSCF address was sent in the Create
session response message.
IPv4 P-CSCF address was requested in the message, then the IPv4 P-CSCF address was sent in the Create
session response message.
both IPv4 and IPv6 P-CSCF address were requested in the message, then either the IPv4 or IPv6 P-CSCF
address was sent in the Create session response message (not both).
New Behavior: The new behavior is if:
IPv6 P-CSCF address is requested in the message, then send the IPv6 P-CSCF address in the Create session
response message.
IPv4 P-CSCF address is requested in the message, then send the IPv4 P-CSCF address in the Create session
response message.
both IPv4 and IPv6 P-CSCF address are requested in this message, then send both the IPv4 and IPv6 PCSCF
address in the Create session response message.
