ResourceAllocationMode
Sets the resource allocation mode, as follows:
nMLT - this mode attempts to maximize capacity for
MostLoadedThreshold bandwidth programs. The

allocates programs on QAM carriers. At first, the server
selects the least-loaded carrier. This spreads the
programs evenly over all available carriers. As the
