This message file is compiled with Microsoft’s message compiler to produce a resource file that 
is then used to build the final language library. The language library name will be 
CtiOsLanguage.<LANG>.dll
.  
The Toolkit provides a Microsoft Visual Studio 6.0 project template that can be used to build a 
language library. The instructions for building a library are provided in the next section.
