When a service policy is configured under the cable modem interface and matching traffic 

passed through it, the policy-map counters do not go up.

when a service policy is configured - something like below:

nterface cable-modem 0/0/0

   service-flow primary upstream

       service-policy output

and matching traffic passed, the service policy should take affect for primary service 

flow packets. However, it does not.

There is no workaround.
