Enhance the behavior of CI command “ sys atwz <MAC> <COUNTRYCODE>” to 

support write homeplug module MAC address and power table automatically. Home Plug 
MAC is router’s MAC plus 1, and according to the country code value, corresponding 
power table will be uploaded to homePlug module.
