Added code to count all the disconnects on a dedicated bearer. 

sessstat-bearrel

 was only used to increment for the following disconnect reasons: 

admin_disconnect, gtpu_err_ind, remote_disconnect, srvcc_ps_to_cs_handover, 
inactivity_timeout, session_timeout, session_setup_timeout, and 
emergency_inactivity_timeout

. 

New Behavior:  Now, 

sessstat-bearrel 

will be incremented for all dedicated bearer release for all disconnect 

reasons. A few of the disconnect reasons are: 

gx-policy-disconnect, path faiure
