Used to identify groupings of blocks.

Used to describe the purpose of the block.

Unused by the block algorithm. Used to test interoperability of reads and 
writes of different parameter types.

Used to enable tracking of the output value to 

TRK_VAL

. When this is true, 

the output value of the block takes on the value specified in 

TRK_VAL

The scaling parameter used for the value specified by
