The Challenge: Consolidate Servers and Storage, Migrate from a 
Mainframe, and Increase Flexibility
Bernalillo County, located in central New Mexico, consists of an area of nearly 
1,200 square miles and over 556,678 residents. The City of Albuquerque lies 
within the county. The county makes sophisticated use of technology, which 
includes a web site that offers a variety of services, such as updating residents 
about road construction, and allowing them to search though the Assessor’s 
records. In addition, the county uses technologies such as geographic informa-
tion systems (GIS) for its public safety and public works departments.
The county was looking to upgrade its server and storage infrastructure in order 
to operate more efficiently, and provide additional services to county residents. 
It was looking for a solution that would accomplish the following:
• Consolidate servers. The county was running dozens of servers, each of 
which ran a small application, such as a GIS application for monitoring fueling 
for the public works department, or a front-end interface to Oracle databases 
used by the police department for checking on outstanding warrants. The 
servers were underutilized, with less than 5% CPU use, and were at the ends 
of their life cycles. The county was looking to consolidate them.
• Save on server costs. Having to run and maintain dozens of servers was  
expensive. Bernalillo County wanted to reduce support and maintenance 
costs, and conserve on power and cooling.
• Deploy servers more quickly. It took approximately a month from the time a 
new server was requested until the time the server was deployed. Bernalillo 
County was looking for a way to reduce that time significantly, so it could 
more easily and quickly roll out servers and applications.
• Migrate from a mainframe to launch an Enterprise Resources Planning 
(ERP) application. Bernalillo County shared an IBM MP3000 7060-H30 
mainframe with the City of Albuquerque, on which the county ran financial 
applications for most of the county’s business. The city was moving off of the 
mainframe, and Bernalillo County decided that it would make the move as 
well, and launch an SAP ERP application on industry-standard servers.
• Upgrade storage. The county was using server-attached storage, which was 
expensive to run and maintain, inefficient, not scalable, and could not be 
easily managed. It was looking for a highly scalable, high-performing storage 
solution. 
 When the migration from the 
mainframe to HP servers is  
complete, we expect to see  
substantial benefits with the new 
ERP system. We will no longer 
have to write custom interfaces, 
and it will take us less time to 
integrate new features.
