By default, some preconfigured roles automatically can access any queue. Consequently, any entity
(person, organization, or group) granted one of those roles is able to access the queue. In addition,

People are all the individuals who either receive services via My Services or provide services via Service
Manager, as well as all the administrators, managers, and users of all other application modules.

Creating New People
Service Catalog provides three mechanisms for adding people:

No matter how a person is created, their personnel information can be maintained using Organization
Designer.
