System software indicates all Ethernet sessions are down (ALL DOWN).

1. Test the port (test port UUCSSpp) to verify the Ethernet Local 

Looparound Test (#1278) result. 

2. If test passes, wait for system software to indicate ALL UP.

PASS

All sessions are up.
