The ringing generator is defective.

It is incorrectly wired.
1. Retry the command at 1-minute intervals up to 5 times.

Log. If an ABORT 1008 occurs for Test #48 on other circuit packs as
well, then the ringing generator may be defective or incorrectly wired.
