Controls usage of the RoHC clock option. The clock option informs the compressor of the clock resolution of the
decompressor. This allows the compressor to estimate the jitter introduced by the clock of the decompressor when doing
timer-based compression of the RTP timestamp.

Returns the command to its default value of enabled.

Disables use of the RoHC clock option.
