Periodic Diameter stale session remover.

When you log in through an access point (AP), a session is created for the user in 
Prime Access Registrar. When you log out of the session, a session termination 
request (STR) is sent to Prime Access Registrar. However, if Prime Access Registrar 
is not able to receive the STR, the session in Prime Access Registrar becomes a stale 
session. You must log in again from the same AP and create another session.

Prime Access Registrar removes the stale sessions present in the session mangers 
periodically.
