Local Accounting File enhancement CLI and GUI functionality.

Prime Access Registrar allows you to export the accounting records to .csv file in 
addition to .log file. You can set up the following for file service type:

FileType—Indicates the file type to export the accounting records to, which 
could be log or csv.

EnableRolloverIntelligence—Set to TRUE to enable rollover intelligence for 
the accounting records.

Delimiter—The delimiter to use in the accounting file, if the file type is csv.

The GUI and CLI are updated with these parameters to support the functionality.
