User Privileges in Windows 2000 and 
Windows XP
Because Desktop Administrator users must be able to update registry settings, they 
must have Administrator or Power User privileges on Windows 2000 Professional 
and Windows XP platforms. 
Only a person with Administrator privileges can change user privileges on the 
Administrator PC if it is necessary to upgrade them.
