FAIL
The Administered TSC is not active (far end).
1. Execute test tsc-administered.
2. Verify that the Administered TSC node on the other side of the network
2. Verify that the Administered TSC node on the other side of the network
is active.
3. Disable and enable the Administered TSC.
4. Retry test tsc-administered.

FAIL
Facility IE (Information Element) reject.
1. Check every other node in the network, and make sure Administered
TSC is active.
PASS
The Administered TSC responded to a heartbeat.
